Tough one since it can be based on your physical condition and the amount of a runner you are and time you spent. I would say yes if you felt at the end of the 30 minutes a bit winded, the challenge was to run hard for you for your endurance.

Walking is when one foot is always on the ground. Running is when both feet get airborn. I agree with the other comment. Don't get obsessed over speed... if it worked you out then that is a good speed for you.
