I think you definitely can, proper hand-release push-ups mean you get the fullest range of motion so as long as you do them without break then yes definitely count them.

Start in a regular press up position, then when your chest touches the floor just lift your hands off the floor slightly and then place them back on the floor before pushing back up to complete 1 rep. They help make sure that you keep good form every time and get enough depth as there is simply no way to cheat! Good luck!

They sound like somewhere between regular pushups (or pressups, if you prefer), and clapping pushups. Is that right?

Clap push-ups are very explosive, hand release can be done slowly.
