its better to do them in the morning. you continue to use them throughout ur day for stability etc. doing them in the morning allows you to get the maximum benefit from them as your've already fatigued them.
think of it as u do ur standard bicep curl 10x reps 3sets. ur arms are dead, then pick up a 1kg weight or even without the weight do a 100bicep curls.
because ur've fatigued the muscle strands you normally use you start using the weaker ones, you also do smaller tears in ur muscles which means more hyper trophy=more results.
long storey short, do them in the morning, and dont put ur hands behind ur head like the girl in this picture ul stuff ur neck.
touch your ears or keep ur arms lying flat on the ground. pick one point in the ceiling and star at it the hole time.
